Dr. Qualtere received his degree from Syracuse University. He completed his psychiatry residency & fellowship at Albany Medical School and is board certified by the American Board of Psychiatry & Neurolology. He is a distinguished Fellow of the American Psychiatric Association and is also currently the Medical Director of Albany County Department of Mental Health. He has extensive forensic experience, doing evaluations for the Attorney Generals office, working with several of the District Attorneys offices in New York State, as well as individual consults for private attorneys nation wide.
